The “DoubleS” Approach to Intelligent Optical Networks
Analysis from the China Academy of Information and Communications Technology (CAICT) shows that the nation’s digital economy has been growing rapidly in recent years and has become key driver of GDP growth, accounting for 38.6% of GDP in 2020.
In this post, I look at the importance of all-optical private lines and network management solutions in powering the digital transition as well as creating business opportunities for carriers, with a focus on the strategy of China Mobile Tianjin and the “Double-S” concept.
Dual Gigabit Capabilities
Most industries now realize the importance of online, intelligent, and cloud-based services as the basis of digital transformation. Tianjin in China has set the goal of transforming into a benchmark city underpinned by a dual-gigabit network; i.e., gigbabit capabilities from both fiber and 5G.
That in turn requires favorable policies that encourage carriers to develop services.
China Mobile Tianjin and Huawei have made a series of successful innovations in optical private lines and home broadband services. On May 17, 2020, the operator released its DoubleS-OTN all-optical private lines product. In May 2021, it achieved cloud-optical synergy, launched several intelligent cloud-network products, and achieved the one-hop connection of private networks to the cloud. On the enterprise front, China Mobile Tianjin has made significant progress in industries such as finance, healthcare, education, and industrial Internet, and has signed more than 1,000 premium private lines with DoubleS-OTN.
Home Broadband
In terms of home broadband services, the operator released its full-home fiber to the room (FTTR) gigabit coverage product and in May 2020, showcased the pilot results of their premium broadband solution: user experience has been significantly improved, which will pave the way to large-scale deployment.
In terms of 2B enterprise private line services, China Mobile Tianjin builds DoubleS-OTN all-optical enterprise private networks based on customer requirements. DoubleS-OTN refers to “speedy and smart”, combining systematic hard capabilities and convenient soft capabilities to demonstrate the advantages of DoubleS-OTN.

First, seamless all-optical networks are employed to build “speedy” hard capabilities that can construct an intelligent, meshed (full-mesh connection), and multi-dimensional all-optical information superhighway in Tianjin. This network features fast provisioning, low latency, and high bandwidth.
Second, Huawei iMaster NCE provides unified network management, control, and capability openness to build “intelligent” soft capabilities, helping to automate all-optical enterprise services.
We’ve joined forces with Huawei and industry partners to consolidate the all-optical network, introduce an all-optical autonomous driving network solution that utilizes iMaster NCE as the core to achieve intelligence and automation.

Openness capabilities provide rich and reliable APIs for the pre-sales, in-sales, and after-sales phases. It supports topology and resource visualization, one-stop service subscription, automatic E2E service provisioning, and automated O&M. China Mobile Tianjin developed an online service portal to provide customers with e-commerce and self-services. The service provisioning period has been shortened from weeks to days, providing customers with visible, manageable, and convenient self-services.
