From Paper to Platform: The Digital Future of Malaysia's Government
The Digital Leadership Excellence Programme (DLE) is an innovative collaboration developed by the Malaysian Communications and Multimedia Commission (MCMC) and Huawei Malaysia that emphasizes leadership, innovation, and sustainable growth in the digital era.
Designed to serve as a springboard for Malaysia’s digital advancement, programme participants derive from the key sectors that drive national digital transformation forward: the government, academia, and industry.
As was the case with the 2024 programme, 2025 saw DLE participants visit Huawei's HQ in China's Shenzhen, giving Huawei Blog the chance to interview some of Malaysia's leading industry experts, government delegates, and academics.
In part 4 of this series, Dr. Nurul Aisyah Sim Binti Abdullah, Deputy Director of Jabatan Digital Negara (JDN) - a government agency under the Ministry of Digital - explores Malaysia's strategies for digitalizing the public sector and the role of the DLE Programme in supporting the nation's digital transformation drive.

How the DLE Programme works
Running over four months, the programme is structured around themed in-person workshops.

• Green Technology
• Cybersecurity

Participants explore the practical application of digital transformation and enhance their collaboration and problem-solving capabilities through capstone projects and by developing innovative solutions to national challenges in groups.
The programme culminates in a study visit to China, where participants will explore cutting-edge technologies at Huawei and our industry partners to understand more about global best practices.
This multifaceted structure is designed to equip participants with technical expertise and hone the leadership skills necessary to lead Malaysia’s digital advancement.
